Overview

Manage Alameda/San Francisco Harbor marine operations of company. Directly supervise barge personnel, assist with Tug Personnel. Develop marine operations and cost control programs for vessels. Hire, train and evaluate marine personnel as appropriate. Produce weekly operating reports. Assist in vessel scheduling as required. Assist in new project development interfacing with customers, etc.

Responsibilities

  • Supervise & manage shore based operations personnel-Schedulers, Barge Operations.
  • Training, professional skill development & evaluating Tankerman.
  • Primary Point of contact for tankerman crewing.
  • Be the Primary Fill in Tankerman for the FDH 26-2 and any other Barge that may be short crewed.
  • Assist in incident investigations, and liaise with Safety Department in management of company safety program.
  • Schedule routine SIRE Inspections, ABS and USCG inspections.
  • Equipment Inspections and Management such as Annual Hose, Pipeline and Gauge testing and certs, Annual Fire Extinguishers, Annual Management Inspections, ABS and USCG Inspections,
    E-Maintenance items and Internal Audits.
  • Accident & Spill Free Operations.
  • Prompt and correct response to operating situations.
  • Serve as and maintain PIC checkoff on all Leo SF Barges
  • Safety record of vessels and crew.
  • Maintain the confidentiality of all sensitive communications.
  • Facilitate development & implementation of company operating procedures and acceptance by vetters.
  • Schedule, attend and follow-up on SIRE Inspections
  • Perform in the company Spill Management team as assigned.

Qualifications

  • 5 years at sea on tankers or oil barges or equivalent military experience.
  • 5 years of increasingly responsible management experience in the maritime industry.
  • Four year college education in Maritime or related studies preferred.
  • Prior Tank Barge experience is a condition for consideration.
  • U.S. Coast Guard Tankerman PIC endorsement on a Merchant Mariners document that is valid and current
  • Valid California State driver’s license.
  • HAZWOPER (including Incident Command System) training within 90 days of being hired.
  • First Aid/CPR/AED training.
  • Extensive knowledge of tugboat & oil transportation industry.
  • Ability to get along with office staff and vessel crew members.
  • Computer Skills: Microsoft Office proficient.
  • Ability to work with others using courtesy, tact, and good judgment.
  • Must be thoroughly familiar with tank barge operations, ship operations, and terminal/refinery operations.
  • Ability to understand and execute complex oral and written instructions.
  • Must be physically fit enough to board barges and tugs at sea and in port.
  • Ability to work independently with minimal or no guidance. Ability to get along with office staff and vessel crew members.

Job Condition and Environment

  • Capable of making decisions and giving directions to facilitate prompt service delivery.
  • Frequently required to board tugs, barges, and ships, at dock or at anchor in all weather conditions and at all hours.

Expected Hours of Work

  • Normal office hours are 8:00 a.m. to 5:00 p.m. Monday through Friday.
  • Takes communications 24 hours a day, including weekends, concerning changes in schedules and conditions.
