Overview

Acts as second in command of the tug and barge. Must be prepared to assume command in the event of incapacity of the Captain. Responsible for safely making and breaking tow with barges, handling lines and wires. Responsible for the safe and efficient transfer of petroleum products between barges, ships, and facilities while complying with company Safety Management System and State & Federal regulations. 

Responsibilities

  • Must be able to understand and carry out the orders and directions of the Captain. Stands wheelhouse watch.
  • Create load/discharge plans for trim, stability, and safe cargo operations.
  • Monitor product level in tanks while topping off tanks, stripping cargo tanks, and using drip samplers.  
  • Operate mooring winches, anchor winches, diesel engines, cargo pumps, tank/pipeline valves, cargo tank heater/boilers, IG Systems, manual and hydraulic booms/cranes, hand tools, and gas meters.
  • Use and care of manual, hermetic, and MMC tapes for proper gauging.
  • Hydrostatic testing of cargo hoses and piping.
  • Ability to understand piping diagrams and proper valve alignment for cargo segregations, as well as loading manuals & vapor calculation manuals.
  • Accurately fill out Bill of Ladings, Barge Logs, DOI’s, BDN’s, and all other job related paperwork.
  • Oversee safety of vessel including all installed equipment.
  • Maintain chart corrections and light lists for area of operations.
  • Instruct/train Deckhands in seamanship skills and on use of all tools and machinery aboard the vessel.
  • Assist Captain during barge landings and departures. Must be able to communicate distances and directions to Captain accurately and concisely.
  • Effectively conduct and manage regular inspections and maintenance of tug and barge as well as ensure regular housekeeping and cleanliness.
  • Become familiar with, and enforce company safety practices.
  • Ensure vessel is compliant with US Coast Guard and state regulations as well as company procedures and policies.
  • Assist Operations & Engineering with Annual USCG/ABS inspections.
  • Manage inventory and monitor usage of supplies and order as appropriate. Ensure supplies are utilized in an efficient manner.
  • Effectively communicate with foreign crews and oil facility personnel.
  • Occasional use of air purifying respirator, Self-Contained Breathing Apparatus (SCBA), and air monitoring equipment for hazardous cargos.
  • Ability to lift/carry up to 50 pounds, maneuver cargo hoses, handle barge lines and Yokohama fenders.
  • Must be able to direct, fairly evaluate, and correct performance of subordinates.
  • Ability to think and respond quickly in emergency situations.
  • Use of emergency equipment such as lifesaving, damage control, and safety equipment.
  • Must have a basic mechanical understanding of propulsion, auxiliary, and deck machinery.
  • Perform other duties as assigned by Master, or Direct Supervisors.

Qualifications

  • Valid USCG license, minimum 200 GRT Near Coastal, with Mate of Towing endorsement.
  • Must possess valid STCW endorsements for OICNW, Basic Training, GMDSS, and Vessel Security.
  • Two (2) years of experience offshore towing as licensed Deck Officer.
  • Previous experience as a tank barge PIC on oil barges and PIC endorsement.
  • Completion of Coast Guard approved advanced firefighting training.
  • Knowledge of Coast Guard and state requirements for transfer operations.
  • Previous experience as a Mate or Master of a tug hauling oil barges preferred.
  • Coastwise towing on US West Coast - Southeast, Central, and/or Western Alaska experience preferred.
  • Experience with clean product and multiple cargos preferred.
  • Knowledge of IG (inert gas) systems preferred.
  • Possess a valid driver’s license, TWIC Card, and Passport.
  • Valid First Aid and CPR Certificate.
  • Must have a valid 24 hr HAZWOPER.
  • Basic computer knowledge and skills.
  • Excellent verbal and written communication skills.
  • Basic math skills (add, subtract, multiply, and divide).

Job Condition and Environment

  • Able to climb onto barges and up and down ladders and must not be afraid of heights.
  • Able to get along with crew members in confined quarters for prolonged periods of time.
  • Able to handle exposure to all weather conditions (rain, ice, snow, heat, wind, heavy seas, etc.).
  • Able to adapt to a variety of vessel schedules and work hours.
  • May be required to work different equipment/vessels and in different regions.
  • Ability to work well under stress.

Travel 

  • Employee is responsible for paying travel fees to and from Seattle, WA when crewing up for Olympic Tug and Barge.
