Overview

Supervisor in marine operations and compliance of U.S. East Coast vessels to ensure adherence to company policies and procedures. Vessel Operation and Compliance Supervisor (VOCS) works directly with HMNY Port Captains, Port Engineers and HSE to develop and follow through with marine operations and compliance program, optimizing the performance and compliance of the company.  Train and evaluate marine personnel on a consistent basis.  Supervise company-training programs for seagoing personnel.  Produce monthly compliance reports outlining the status of training programs, vessel safety compliance, day-to-day operations of the vessels, and other operation issues to the Director of USEC Operations.  Oversee and/or assist and preform vessel inspections as set forward by USCG, ABS and SIRE inspectors.

Responsibilities

  • Supervise or oversee weekly, monthly, and annual regulatory inspections.
  • Train & evaluate vessel Captains, Mates, PIC and seagoing personnel.
  • Work with HSE and incident reporting.                                
  • Assist in new project development.
  • On-call after hours during duty rotation, or as needed on no notice quick response as deemed necessary.
  • Perform related duties as assigned.

PERFORMANCE MEASUREMENTS

  • Incident and spill free operations.
  • Prompt and correct response to operating situations.
  • Training and professional development of marine personnel.
  • Safety record of vessels and crew.
  • Timely performance reviews of marine personnel.
  • Assistance in development of company procedures specific to operating area.
  • Adherence and understanding of HMNY operating policies and procedures.
  • Conduct inspections of the equipment in area of responsibility for Centerline Logistics New York.
  • Work with Centerline Logistics and HMNY to support Near Miss and incident reporting and investigations. Along with recommendations for corrective actions.
  • Coordinate with shore side and seagoing staff for security and spill drills, maintain group matrix.
  • Oversee and/or assist in HSE meetings conducted from all vessels in HMNY.

Qualifications

  • Five years at sea on tugboats, tankers, or oil barges.
  • Five years of increasingly responsible management in maritime industry.
  • Four-year college education in Maritime or related studies; or five years of maritime experience.
  • Extensive knowledge of tugboat and oil transportation industry.
  • Must be thoroughly familiar with tank barge towing operations, ship assist operations, tanker escort and terminal/refinery operations.
  • Knowledge of tug and barge maintenance systems and equipment.
  • USCG Master of Towing License-Near Coastal or Oceans and PIC endorsements preferred.
  • Maintain the confidentiality of all sensitive materials and communications.
  • Ability to work independently with minimal or no guidance.
  • Ability to understand and execute complex oral and written instructions.
  • Ability to communicate with others using courtesy, tact and good judgment.
  • Must be able to read, speak, write, and understand English in person and over the telephone.
  • Must have valid driver’s license and reliable transportation.
  • Working knowledge of Microsoft Word and Excel applications.
  • Have HAZWOPR and First Aid/CPR training.

Job Condition and Environment

  • Capable of making decisions and giving directions to facilitate prompt service delivery.
  • Frequently required to board tugs, barges, and ships, at dock or at anchor in all weather conditions and at all hours.

Expected Hours of Work

  • Normal office hours are 7:00 AM – 4:00 PM, Monday through Friday.
  • Take communications 24 hours a day, including weekends, concerning changes in schedules and conditions.
