  • Responsible for oversight of all vessel and equipment HSE related inspections including but not limited to internal vessel audits.
  • Research Regulatory information applicable to company and ensure compliance with all local, state and federal regulations. Oversee COI applications and inspections. Oversee Subchapter M requirements and related internal inspections.
  • Assist with oversight of other company audits including but not limited to TMSA audits, ABS audits, the NCR program and management reviews.
  • Oversee security program for Olympic Tug & Barge facilities
  • Oversee programs for leading indicators including the Hazard ID program, Near Miss Program and Safety Observation meetings. Oversee regional HSE staff to ensure accurate compliance with associated programs.
  • Oversight of global risk register program. Conduct and review risk assessments. Oversee regional completion of risk assessments for accuracy and detail.
  • Oversee updates to the Company Safety Management System policies and procedures including oversight of the SMS Management of Change program and the Master’s Review program. Serve as Document Control Manager for the company and oversee personnel responsible for making updates to the Safety Management system.
  • Oversee shoreside Management of Change program.
  • Responsible for the development and administration of HSE training for vessel personnel including new hire safety orientations. Oversee regional safety advisors with conducting orientations and carrying out HSE training.
  • Assist regional HSE staff with training vessel personnel as necessary.
  • Support training the regional HSE personnel.
  • Conduct incident investigations in the Pacific Northwest. Assist in other incident investigation report writing as needed.
  • Assist Director of HSE in the review and approval of regional incident documentation as needed.
  • Oversee regional environmental compliance with State and Federal permits, both vessel and shore based.
  • Oversee the setting and tracking of Objectives and Targets.
  • Perform other duties as assigned.


  • 5+ years experience in the maritime industry.
  • Familiarity with tug and barge/oil transportation industry.
  • Knowledge of tank barge operations, ship operations, and terminal/refinery operations.
  • Trained in Incident Investigations (ABS or Taproot).
  • Trained in ISM, ISO 9001, 14001 and 45001 standards auditing and implementation.
  • Ability to deal with others using courtesy, tact, and good judgment.
  • Maintain the confidentiality of all sensitive communications.
  • Ability to understand and execute complex oral and written instructions.
  • Ability to work independently with minimal or no guidance.
  • Proficient in Microsoft Suite.
  • Must be able to read, speak, write, type, and understand English in person and over telephone.
  • Valid State driver’s license
  • Valid TWIC.

Job Condition and Environment

  • Required to board tugs, barges, and ships, at dock or at anchor in all weather conditions and at all hours.
  • Occasional overnight ride a longs.
  • Exposure to all weather conditions (rain, ice, snow, heat, wind, heavy seas, etc.)

Expected Hours of Work

  • Normal work hours are 8:00 a.m. to 5:00 p.m. Monday through Friday.
  • 24hours and 7days a week availability for emergency calls on a designated call schedule.
  • Occasional domestic travel as required.
